I've installed a AMD R9 280X, its in the correct slot and has sufficient power and set up correctly, physically anyway.

Upon downloading the driver package from AMD, I receive an error message: "Application Install: install package failure!"

It carries on with the install, I get a message about a log which opens in IE in xml and I can't view this, so don't know whats failed. AMD asks me to reboot, i reboot pc and system is like before, CCC installed but I can't load it, I get error messages again. Can't see CCC on control panel to install etc.

Display driver shows: standard vga adapter.

Similiar to this issue:

I've googled this but info doesn't seem relevant, I'm unsure about HKEY changes etc and at a loss here. New GFX, can't get it booted up.

Solution
The AMD Display Driver is not fully installed.

Re Download the AMD driver installer
Download Display Driver Uninstaller (DDU). Link: http://www.guru3d.com/files_details/display_driver_uninstaller_download.html
Open it and run it.
Read what popups says. When it asks you to boot into safe mode, say yes.
Wait until you can type your password if you have one to login in to the safe mode.
The DDU program should show up. If it doesn't open it.
Check the box to delete AMD folders.
Uninstall AMD drivers.
Let the program run. It will automatically reboot.
Then install the the AMD driver.
Make sure you install the "AMD Display Driver". For 14.6 beta drivers. the version should be 14.2. for 14.4, the version should be 14.1.
