Gpu, psu, or mobo? Need diagnosis help!

Having some strange issues with a recent build. It's a long one, so apologies in advance.
Specs are:
i7 4930k w/coolermaster evo 212
Gigabyte gtx 760 (4gb OC wind force edition)
Asus p9x79 le mobo
Raidmax 730w psu

This rig has been running like a champ for the last month or so. However the other day I was plugging in a dvi cable and the screen I already had going via hdmi went black. I smelled a strange smell and noticed the gpu fans were going nuts. I shut it down.
I start it again while looking inside and indeed the gpu fans were spinning at max all the time.
Obviously I assumed it was a blown gpu right off the bat. So I put an old gtx 460 (cuz no on-board graphics) in and it works ONLY if I clear CMOS AND do a manual boot override in bios (won't boot to windows otherwise, just a splash-screen boot loop). Also the fans on the gtx460 still spin at max rpm, just like the gtx 760!
So I've checked all connections, reseated everything, and updated the bios.
Basically I'm thinking this is a mobo or psu issue, since the second card acts weird too. Also, the boot loop thing only happens with the gtx460, when I put the 760 back in the system boots completely normally (aside from the no signal to the monitor and the gpu fans spinning at 100%)

Yes I forgot to mention that the night before this happened I updated my nvidia drivers. So when I did get into windows using the 460 I did a clean install of the prior drivers for nvidia cards. It's probably also worth mentioning that aero was behaving oddly and the system just didn't seem as smooth, but maybe that's just the old card.

Did you completely uninstall the 760 drivers? I have had similar issues when installing an older card back into a system like that and a "clean" install was the only way to resolve it.
