Baffling FPS Problem Playing League of Legends

My FPS in League is really, really low. We're talking single digit numbers. Completely unplayable. My system specs are as follows: 3 GHz duo core processor, 2 GB RAM, Nvidia 9500 GT GPU, Windows 7 32 bit. Nothing very impressive, but well beyond what should be necessary to run League. In fact, I was running League at a constant 60-70 FPS up until several weeks ago, when my FPS plummeted for no apparent reason.

I have tried every fix anyone who ever recommends fixes has ever recommended. I have a decent knowledge of computers, so I don't need to be told to upgrade my drivers or shut down background processes or anything like that. Off the top of my head, here are the fixes I've tried:

-Upgraded GPU drivers (all the latest drivers are installed and working perfectly)

-Shut down all background processes while playing (there was nothing taking up an excessive amount of CPU memory)

-Shut down all background services I possibly could

-Adjusted video settings under computer properties for best performance

-Ran an antivirus program (I have no viruses)

-Turned off my firewall

-Cleaned my prefetch

-Experimented with Razor Game Booster (no results)

-Experimented with every option in the NVidia Control Panel, optimising everything for best performance (no results)

-Ran Disk cleanup (I have way more free hard drive space than I should logically need)

-Updated Windows

-Reinstalled the latest versions of Adobe Air and Adobe Flash

-Uninstalled Pando Media Booster

-Reinstalled the entire game

-Experimented with different priorities in the Task Manager (no results)

-Disabled Windows Aero

-Opened my computer case and cleaned every component with compressed air

-Disabled shadows and set all graphics to lowest quality ingame (no result, strangely, not even a few fps - I was running on the highest settings with 60-70 fps before)

-Made a number of edits to the game.cfg (nothing had an effect, reverted to normal)

-Defragged my hard drive

-Overclocked my GPU to the highest safe core clock speed (this shouldn't have been necessary at all, but I was clutching at straws - I seemed to get a few fps out of this, but nothing worthwhile)

-Experimented with every permission and compatibility mode Windows offers (no result)

I may have tried more fixes that I don't recall. Please believe me when I say I've read every post on the Internet about fps fixes for League, and there isn't a single thing I've read that I haven't tried. There are two things I'm sort of thinking about that I would appreciate input on.

1. Adding more RAM. My RAM is the only area in which I don't exceed the recommended specs for League (I still meet them.) But as far as I know, RAM should have a negligible effect on FPS? Furthermore, the game worked perfectly before with the same amount of RAM. I'm really only considering this because I could do with upgrading anyway, but I don't imagine how it could have a substantial effect. Thoughts?

2. One thing that gives me pause is that when I run GPU-Z to analyse my GPU, it shows that my GPU usage while playing League is only about 6%. The temperature of the GPU doesn't rise at all, but stays at my normal idle temperature of 40-42 degrees. Other games I play tend to show a much higher usage, and temperatures in the 60s or even 70s. Is this a sign that League is not properly utilising my GPU for some reason? I don't know how to tell, because I never monitored it while League was working perfectly, and don't know if these numbers are normal. If this is a problem, I have no idea how I would go about fixing it. My GPU works perfectly in every other game I play. For example I often play Skyrim, where everything runs smoothly on high settings.

I would love it if someone told me something useful. I'm really baffled by this problem. Every time I start League, my fps starts out in the 40s or 50s (still lower than it should be) and then drops to something like 6 by the time the minions spawn, and stays like that all game. It's been this way for at least several weeks, and the most confusing thing is that my system is exactly the same as when I played it before with a steady 60-70 fps (on the highest settings, with Youtube open and playing music).
 
If it was working fine before, it's because Riot f-ed something up with a recent patch, that may get fixed in a future patch.

Riot is pretty well known for doing this regularly to the players.

Have you tried anything with the advanced options, its under the tab after you press the esc key. i know this has made problems in the past for me, other than that I would have no idea what it could be and you tried almost everything that I would think of
