Background Info (Events leading up to failure):

Motherboard: ASRock z77 Fatal1ty (second hand)
CPU: Intel i5 3570k
GPU: Sapphire Radeon HD 7850 2gb
PSU: Seasonic S12 620W
OS: Windows 7
Internal Hard Drive: Western Digital Caviar Black 1 TB
RAM: Gskills Ares 8gb
I've recently been having a lot of problems with my computer. I built it myself when I first got it, everything was new except the motherboard (which was in good condition at the time). I used if for a little less than a year before I encountered any probelms.
First came some subtle freezes, which I just thought came naturally with age. But then I started getting crashes. Lots of them. I would get BSOD (blue screens of death) as frequently as every 2 days. There would be times when it would be unable to boot windows and I had to run startup repair to get it to boot again. It seemed to work fine for a period, but when it got worse I decided to format my drive and do a fresh install of windows as I thought corrupt drivers or boot files were the cause.
After the fresh installs it would work fine for maybe 1-2weeks before the problems came back (BSODs, needing to constantly run startup repair to get it to boot). I've formatted about three times now and the same thing happens. I then thought it may be due to a faulty hard drive or RAM or maybe my motherboard.
Problem:
Everytime I start my computer, at the part where there is a windows logo forming on a black background it will suddenly restart after about 15 seconds.
When I try to boot in safe mode it gets stuck whilst loading one of the drivers and restarts as well.
When I try to run startup repair it proceeds to the part where there is a loading bar with green tiles moving across then just turns black, sometimes with a visible mouse and sometimes without.
Things I've tried:
I ran memtest on it and it had 15 passes and produced no errors.
I tried to start my hard drive in another computer, the exact same problem occurs (except with slightly different timings for the restarts)
I ran a good hard drive in my current 'bad' setup and it produced the same problem (also with slightly different timings).
I'm starting to think I have a faulty mobo and a faulty hard drive.
Can anyone else provide me with some insight and/or fix for my situation?
