A10-7850K (3.7GHZ) running at 3.29GHZ?

Hello, I recently purchased an A10-7850K, stock at 3.7ghz, at Newegg. However, I noticed that even though the computer recognizes it as an A10-7850K, it says the APU is running at 3.29. I could always overclock it to the 3.7, but I am running with the stock heatsink for now. Is there a reason my computer is running at 3.29, was it somthing I ran into, or is a defect?

BTW, I am using an ASRock FM2A88X Extreme6+.

Overclock in the bios. Disable all the powersaving features.

To take the speeds, I have been using Control Panel, A-Tuning, and AMD's Catalyst. Catalyst won't let me clock over 3500MHz, is there a problem with my APU?
