Windows 8.1 not starting

Hi everyone
I turned on my desktop today and during the screen with the windows logo it said repairing disk drive or something along those lines. Then when it got the the log in screen, it does nothing. So its stuck on the screen with the clock and date on it. It doesn't let me get to the password screen. I restarted it and it did exactly the same thing but without the repairing drive message. I can access the bios and my keyboard and mouse work fine there, but they don't work on the lock screen, the laser on the mouse isn't even on. I've tried to boot from my usb but it doesn't let me, I could have it set up wrong, I'm not sure. Any help would be appreciated.

the screen with clock and date is lockscreen. click the mouse to open the login screen, if it bounce when you click, hold the mouse and drag it up. if your pc freeze, you should reinstall windows

I can't click anything at all, nothing works. I can't use the keyboard either. It was working perfectly up until yesterday. Surely there is something else I can try without reinstalling windows?

you should reinstall windows, if you are an advanced user, you can repair through windows 8 installation disc
