Frame drops and stuttering in gaming

This is really depressing , no matter how much i tried , still can't find a way to solve this problem. Even though I'm on low setting , fps still drops. This apply for all games.

As you can see , the fps is smooth , then drops , then smooth back and then drops back. The benchmark of sleeping dogs in low setting is average : 31 fps maximum: 100 fps lowest : 10 fps
There is no screen tearing.

My rigs are :
CPU: Intel Core I5 4570
MOBO: ASUS B85M-G ( BIOS VERSION 0410 6/28/2013 )
RAM: GSkill 1x8GB DDR3 1600mhz
HDD: WD 1TB Caviar Blue HDD
PSU: FSP HEXA 500W PSU
ODD: Liteon 24x Sata DVDRW
GPU: Sapphire R9 270 2GB DDR5
LCD: Dell 21.5" S2240L
Windows 8.1 Pro 64 bit

My drivers are up to date , i think or do my pc have missing drivers? I already checked Device Manager and there is no problem. Is this a software or hardware problem ? Please guide me to fix this problem. Temperature is fine , no over-heating. I already tried installing Windows 7 64 bit yet still the same.

AMD Catalyst Control Center is version 14.4. DirectX version is the latest.

So if the average is 30, min is 10 and max is 100, is this for an i5 and r9 270? and what settings and resolution? what are you getting?

this is Sleeping dogs benchmark which is in the game setting. The setting are the lowest with 1366 x 768 59 hz

Is it a good idea to send it to computer shop for check up? Or is it just a waste of money?

Let's make sure you've everything up to date before concluding to overhaul your gaming rig.

1. Make sure your BIOS version is not obsolete.

2. Download SlimDrivers (Certified Microsoft Gold Partner) from the following cnet download.com link:
http://download.cnet.com/SlimDrivers-Free/3000-18513_4-...

This software will make sure that your drivers are completely up to date by scanning every nook and cranny. It has good credibility and free of cost.

3. Disconnect your CPU from the main power; Eject the CMOS battery from the board and wait for 20-30 seconds. Then, insert it back again. Turn on your PC and load optimized defaults for your BIOS.

If you have USB Legacy option in your BIOS, make sure it is kept to AUTO. (If using USB keyboard and mouse)
