I got a bad config info problem on my PC, so I tried to reset my hard drive to factory settings. However, when prompted to "Insert your Windows Installation or recovery media to continue" it wont read my windows 8.1 disk that I had used not two days earlier to install on the PC (This is my first PC build). So I tried to make a recovery media on my laptop which runs windows 8. Windows 8 should be able to create a recovery media for windows 8.1, so I follow the steps, but when I plug in the registration key, a message pops up saying the key cannot be used to install a retail version of windows 8.1. However I do not want to download windows 8.1, yet it wont let me do anything but.

if it's an OEM version of windows it only allows 1 install... which is probably where the root of your problem starts. I'd suggest you contact microsoft and explain to them your problem, and see if they can help you out with your product key issue.
