4GB of RAM isn't bad. It's just not the recommended for gaming. 8GB of RAM is recommended for gaming. Also, if you want to run Watchdogs, the supposed RAM requirements are 6GB and 8GB recommended. So, if you want to run Watchdogs, the answer is yes; do buy more RAM.
