PC doesn't power on at all, no power led but psu tested fine.

I have had this issue for last few days now and im in some dire need of help because i am stumped. before i start should say the specs:

i5 4690
gigabyte H97 HD3
r9 270x 4gb
8gb 1600mhz ram
silderstone strider 700w bronze 80 plus
bit fenix alpha
1tb barracuda
dvd drive

My brother got a new pc and I sold him my old cpu/mobo/cooler to save him a few dollars but the computer after booting the first time and me installing windows it decided to shut down and never turn back on. The power leds were on the motherboard and when i pressed the power button the LEDs changed but no fans spun or anything. I thought it was a dodgy CPU so i got him to buy new mobo and CPU and gave him his money back well, the new CPU and motherboard are even worse. There is no led on the motherboard to tell if power is getting to it but the pc will not power on at all.

I started by testing the psu, the paper clip trick to jump start it and it runs fine. I got a multi meter and i tested the voltages on the 24 pin and the 8 pin and they are all perfectly fine. I've some how managed a few times to get it to actually power on and the fans spin but after it does it once it never does it again. I thought because it was with a new board maybe the case was the issue and the power button wasn't working so i plugged it into another case and it was still the same issue.

I also tried to jump start the pc by using a screw driver and putting it between the pins and flicking the power switch to see if it will turn on but it doesn't. It did it once or twice but never again and this is with a brand new motherboard. I am completely lost now, I've taken everything out bar 1 stick of ram and it just wont get power. Is there a chance that the pins on the motherboard are dodgy for the power switch and that's why i cant jump start it?

please any help would be appreciated, i just need an idea of what could be the problem.

You are using standoffs under the motherboard aren't you? Motherboard will short and wont turn on, but you have powered it on once before so standoffs probably isn't the issue here. Only thing i can think of that may be a possibility.

Could try another psu though, besides the multimeter reading currents correctly, the part where the psu communicates with the motherboard could be something wrong there. I've read a little bit about how the psu communicates operating status with the motherboard so knowledge of this area is limited to if and how this could break down.

at the moment i have the motherboard on a wooden bench but while it was in the cases yeah they had standoffs. I haven't tried another psu yet because that would mean i have to take the one out of my own pc and try it though by the looks of it i really should do it, ill give that a go and see what happens

well my pc is completely cable managed and I really didn't want to have to fuck it around and once i tested it with a multi meter and it worked by jump starting it I kinda didn't think it was the problem.

turns out im actually a dickhead because as soon as i plugged in my psu into his motherboard and tried to jump it, it worked instantly.

after years of making computers i should of doubled checked anyway with my psu but i honestly didn't think it was the problem.
