Having cooling issues

Hi dudes!

I built my PC about a year ago and everything has been great so far.
Some issues happened this week with a new drive, and to solve them, I had to install new IDE drivers. This led to me updating almost every driver on it because they were pretty much all old.
The machine runs perfect now, BUT...

I've had this issue since I built it: The cooler inside, specifically the CPU one, is TOO LOUD!
When I'm using it for basic stuff, it's fine, but as soon as I start playing anything graphically intense, the noise just gets to unbearable levels! I was always able to ignore it because I mostly use headphones but...now I have a second problem.

In the midst of all these updates, I installed an ASUS application that monitors things, and now I'm getting warnings that the CPU is getting too hot. Which means it's probably already been happening for a long time and I didn't even know about it.

So now I'm thinking I should invest in a solution that will help me both ways. Make my system cooler and quieter...so liquid cooling pops into mind.
Now, I noticed all liquid coolers still have fans...which um...huh?
But anyway, what is you guys' advice on this?
Go liquid, don't go liquid...is there a better AND quieter regular cooler that's not liquid?

I'm gonna give you guys a list of what I have in there just to better picture it.
Thanks in advance!!!

My system

It sounds like you have a stock cooler. By the way, your build is a real good one. I recommend you upgrade to an aftermarket cooler that will help with your heat issue especially while gaming. Coolermaster has one. The Hyper
212 Evo. It is not to expensive. It will work well for your FX8350.

Another cooler would do the trick.I would look at the next,
http://pcpartpicker.com/part/xigmatek-cpu-cooler-primesd1484
read some reviews about it.
I don't see ram in that picture.with this cooler make sure that it is low profile. The slot closest to the cpu would be blocked with this cooler unless you've got low profile ram.

If you just want a replacement for the stock cooler without the need for high overclocks could you also look at the next,
http://pcpartpicker.com/part/zalman-cpu-cooler-cnps10xoptima
it's cheaper and a nice cooler for that price.

Yeah the ram isn't there because it came from an older system. It's 16gb of Crucial, 2x8GB, and they're as low profile as it can get, they're old school green sticks with no fancy stuff like the Vengeance ones etc.

So wait...no liquid?

At higher/max rpm they are often more noisy than air coolers and on top of that more expensive for often equal performance.

For a good price would you get the next one,
http://pcpartpicker.com/part/cooler-master-cpu-cooler-rls24m24pkr1
at highest rpm quite noisy
for the same price do you get this one,
http://pcpartpicker.com/part/noctua-cpu-cooler-nhd14
much quiter at highest rpm and a very good cooler too.
For less would you get this one,
http://pcpartpicker.com/part/noctua-cpu-cooler-nhu14s

Waht do you want to achieve with the cooler? Overclocking, yes ... no?

I've never overclocked any machine.
But, since I'm upgrading my cooler, I might as well.
I think my RAM isn't up to par, though. The 16gb (2x8) sticks I have are running at only 667 MHz...
So if I'm not mistaken, I'd have to mess with RAM too, right?

Now, to answer you more thoroughly, the main objective is just to have my CPU NOT overheat as it is now.

The secondary one is to make that thing QUIET, it's so damn noisy it's freaky.

I'm liking these cooler prices...gimme the BEST one I can get (meaning the quietest and at the same time, one that would allow overclocking when I upgrade my RAM. If that's possible)

A build like that is imo really about overclocking, but that's me.

If you just overclock via the multiplier will the ram keep the speed as it is so changing it would not be necessary imo.The 667 needs to be seen times two is 1333 ram.
Even ram can be overclockt, you could see if yours will run faster.

For overclocking that cpu would the next already be a good choice and silent,
http://pcpartpicker.com/part/noctua-cpu-cooler-nhu14s
the NH-D14 would be a good choice too.
if you want a cooler that is more in line with the colors of the build could you look at the next,
http://pcpartpicker.com/part/be-quiet-cpu-cooler-bk019
very good, but more difficult to attach to the motherboard.

for just getting the noise down would the next already be good,

For water is there the cooler master or,
