My samsung monitor for some reason takes 15-30 minutes to wake up and sometimes 5-10 minutes. I think it might be the resolution which is 1680x1050. I use it to play hi-res games. I have as well changed to Windows 7 just a few months ago on this computer.
I don't need to post the specs because it's just the monitor.

How old is your Monitor?
I had the same problem on a Samsung monitor which was about 5 years old. But once the monitor turned on, it performed perfectly.
Btw, Your monitor is not experiencing difficulties due to Resolution or high res games or which version of windows you are using.
Old age is the only known reason for such a problem, and the only option is to replacement.
Also a remote possiblity is could be your VGA/HDMI/DVI cable. Check with another cable or another display with same cable and tell your results.
