black bars on both sides of display

I am using a Vizio 60" HDTV as display, which is connected to Radeon 9200 Graphic Card. The operating system is Windows 7. I always have black bars on both side of my screen. I tried changing the resolution to 1920x1080, after a delayed darkness on the screen, it was still in the 1028x768 mode. Can anyone tell me what's going on and how to solve it?

I appreciate any help.

Hi Yanif
there is probably nothing wrong with the output from your card , your HDTV may need adjusting , you may be able to adjust the image widthways form the HDTV

Thank you for your quick reply.

I don't have any problems when hooking up the Vizio TV to another rig: Windows 8.1 OS with a NVidia 750 Ti card. That indicates the TV setting is probably fine and something wrong with the card.

Right-click on screen, go into "Screen Resolution". There click on the option in blue text that says "Advanced Settings". From there open the "Monitor" tab and make sure the refresh rate is set to 60Hertz (or whatever is the maximum refresh rate of your TV at 1080p) and apply. Now change the resolution to 1920x1080.

As I said, after I clicked on the 1920x1080, the tv went dark for awhile and when it came back, it was still in the 1366x768 mode. I also tried other lower resolution mode, I got same problem.
