Questions about future monitor

Hi everybody, new user here.
I have a couple of questions regarding the graphic area of my ideal build.
The main idea is to buy a monitor that has these particular features:
- 1440p
- IPS
- 27"
- 120hz
- input lag 1-4 ms.
Is there something on the european market at the moment (I'm italian)?
Is the YAMAKASI Catleap Q270 worth buying it?
The price range is 500 € at maximum.
The graphic card I would use is the Geforce GTX 780.
The main purpose will be mid-core gaming, movies and browsing.
I don't have a particular brand in mind, just it has to be found on Amazon, if not, Ebay will do the job either.

someone please correct me if I am wrong, but I don’t think there are any IPS monitors that support 120hz right now. there may be some Korean monitors you can overclock but kiss that warranty good bye, IMO I would wait for the prices to drop more before jumping up to a higher resolution, and you start taking performance hits @ 1440p and higher.

Thank you for your reply.
It seems that yet there is not yet a monitor that satisfy completely the features I have in mind.
So I would like to have a couple of clarifications on the matter.
In terms of smoothness, in particular in games and movies, is there a big difference between 60hz, 120hz and 144hz?
Also, the "soap opera effect" can be seen only at 120hz up right?
Is there a big difference in terms of quality of the image between 1080p and 1440p?
The last monitor you linked me, the Dell Ultrasharp U2713HM has 8ms. Is this a big change in terms of imput lag between a 3/4 ms one?
I mean, will I be able to spot the difference?
