Latency spikes only in online gaming

I have random latency spikes in any MMO that I play. In WoW I go from 56 latency to about 9000. Rift I run about 98-3000 and Swotor is roughly 60-2900. I don't understand why this happening. It doesn't happen on my lap top or my girlfriend's computer. And I was just playing all these MMOs last month with no issues.
 
If you can use other computer at the same time and they have no issue then it pretty clearly points to the one machine causing itself a issue that it "thinks" is network.

What you want to do is open a cmd window and run continuous pings to a game server and some common server such as google dns at 8.8.8.8 If these do not show packet loss or delays at the same time as the game then the problem is within the game. Since it is multiple games I would be looking at something like video driver or settings. I have seen people complaining about this issue and the "fix" was to change the frame rates. Not sure why that would affect network performance but you commonly see people fixing game lag by adjusting video settings. If you get delays in the real pings also then it means it is at the OS level and something like the resource manager might give you a clue as to what if anything is being exceeded.
