My Dell Optiplex 990 Small Form Factor has 240w which is insufficient for my gtx 750 ti although i played for an hour , its risky?

Q-1:I live in Pakistan and is there any atleast 350w PSU available in the market which is Slimline or 3x2.5x9 Inches?
Q-2:If not, is it safe to Drill an ATX power supply outside the case?

assuming the components are those listed in your pcpartpicker link:
i5-2400: 95 watts
(but if you go into the bios and find the lowest stable wattage instead of using auto that can go down to ~80 watts like i have mine)
DQ chipset: 8 watts
each stick of DDR 3: ram 8 watts each
WD blue HD: ~8 watts (and the same for a DVD drive)

95+8+16+8= 127 watts (i left out the DVD drive)

a MSI 750TI uses ~65 watts gaming for a total of 192 watts.

pcpartpuicker has 239 watts but i suspect they always over estimated using TDP instead of real world usage. you did say you gamed for an hour so what you have works but not many prebuilds have the best PSUs. (though dell isn't as bad as HP)

what i really would like to suggest is you spend a little and get a cheap full sized case so you are not facing limitations at upgrading your PSU or any other components in the future.

i have found a few decent cases in dumpsters even . . . just saying.

That's a TFX form factor PSU.

The physical dimensions of TFX are quite different than the physical dimensions of the Custom Form Factor PSU used in the Dell Optiplex 990 SFF.
