When I turn on my laptop after few seconds it shut down without any warning. My cpu can support RAM up to 8gb 1066mhz and I have installed a RAM 8gb 1600mhz because I have read that newer rams can downclock their speed. So what is the issue here?

That's my laptop:

Dell Inspiron N5010
-Intel Core i5 M 430 2.27GHz
-ATI Mobility Radeon HD 5000 Series
-Hyundai Electronics DDR3 4gb 1066mhz
-Motherboard: Dell Inc. Model: 03C6YH
-HDD: Hitachi 300gb(purchased Sumsung Evo 250gb to replace it)

Solution
Seems your bios is locked which is typical for Dell and other laptop manufacturers. Probably need to find a memory kit that matches the speed, voltage and timings of the original memory.

If your computer can only support up to 1066MHz, than higher speed RAM will not be compatible. High end motherboards can be manually configured to underclock higher speed RAM, but a regular Dell laptop like yours will not have the Bios features to manually underclock it. Even in a higher end motherboard there isn't any point to doing this because when the RAM is underclocked, you lose any speed advantage anyway.

Dell and others often lock the BIOS so it is very hard to upgrade. You almost have to go thru Dell to get something that will work. You need to boot into bios and see if you can set up the memory timing and speed to a working combination for the laptop. If BIOS is locked you may have to find a 1066MHz kit instead of the 1600MHz kit that you purchased.

This is one reason that I do not use a laptop any longer. They are low end computing as it is.

Can I underclock the memory without using BIOS? Because I cant find that option to do that
