Are you sure you aren't already infected and it's preventing you from installing? Try booting from a live linux cd that contains a virus scanner and have it scan your hard drive.
Also, avast may have remnants from a previous install or possibly a corrupt install. Download the avast uninstall tool and run it. Afterwards, see if you can reinstall avast.
Try my BitDefender Antivirus Plus 2014 (It requires an Ethernet or Wireless that supports 4MB and 496 KB Download Speed) at http://www.bitdefender.com/solutions/antivirus.html on that Internet Speed, If that doesn't help, Try Your Windows CD, If you don't have Windows CD, Go to Computer Store and Find a Windows CD, Buy it and Insert the CD to reformat and reinstall Windows.

While the two issues may be possibilities, neither of those would be fixed by reinstalling Windows.
