stuttering in windows 8.1

Its getting annoying, whenever I open/ close windows (ex. press start button, pop ups, minimizing, maximizing) There is like a 0.5 second stutter for every action I do, sight for sore eyes. My specs are, Asus GTX 760. 8GB ram and i5 4430. And no there are no viruses and I updated all my drivers.

everything's working fine on my Hyper X Kingston 8GB 1600Mhz ram, I think its the new driver from nvidia. The recent one was working fine then I updated it and it became like this.
