Is this in USD? Do you need an OS? Do you plan to overclock?

Yea USD and yes but i plan on getting an OS which is not included in the budget because i have that put away so left with $700-$730 for the build.. And it all depends on if OC is needed or not.. im not really all that computer tech so it will be my first build also even first OC if so.. All info and suggestions will be gratefully appreciated :)

To be able to overclock you would need a Z87 motherboard, an i5 4670k, and a CPU cooler ( 212 EVO works fine). The total would go up from a range of $85 and above.
