i3-2100 @ 3.1 GHz

8GB RAM

Mobo: ASRock H61DE/S3

HDD: 500gb WD

Grap. card: AMD Radeon 6450

I've got 300-400 to spend, what would be the best improvement.

I use my pc for gaming/browsing the web

I was thinking of the AMD R9 290 Tri-X

Won't my cpu bottleneck the R9 290 then?

if you leave it at stock then yeah it will bottleneck , but turbo mode could help

I think i would go for something like this,

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-3340 3.1GHz Quad-Core Processor (€156.89 @ Amazon Deutschland)
Video Card: PowerColor Radeon R9 280X 3GB TurboDuo Video Card (€239.90 @ Caseking)
Total: €396.79
(Prices include shipping, taxes, and discounts when available.)

The r9 280X is already a hughe step forward compared to the hd 6450.

I don't want to upgrade again next in the couple years, gpu wise. the 280 is already 2-3 (?) years old. I want to keep playing AAA games for the next 5(?) years or so. won't a 290 be the better choice then? I play on a 1920x1080 resolution and I don't intend on going higher than that since I have no interest in surround gaming.

''I've got 300-400 to spend''

You don't think spending 400 euro on a GPU won't get you a good one?

if you do not want to bottleneck the gpu...i think is better to add a more powerful cpu
so cpu + gpu for 400 euro ? ....but you can upgrade the gpu only by buying a killer gpu and buy later a new cpu ? all depend on you
like this gpu here

Would 650W be enough?

I'd recommend 750w to be safe

You recommend a good 750W non-expensive PSU?

A good 750w psu ? Yes
Non-expensive ? You mean under 30$ ? No unless it's a good power supply that is on promotion

What about 500~, new cpu, gpu + psu/mobo? Does it matter if I put the new processor in my old mobo, and after a couple months in the new mobo?

the mobo you have is 1155 socket not a 1150 so the ASRock H61DE/S3 not support 1150 lga intel...you need a new one
