Why are my graphics drivers constantly crashing?

I was playing Wildstar today when all of a sudden my screen went black. Thinking I just needed to restart, I did so. When I got back to my desktop, I tried to open Google Chrome and, after it begins to pop up, the screen goes black and comes back a few times, the there is a warning on the bottom that says that my drivers have failed and recovered successfully.

This happens whenever I try to open any program or application now, with the exception of Steam, which it somehow allows to open flawlessly. And sometimes I'll even get a BSOD that states that the "attempt to reset the display driver and recover from timeout failed." Opening up the Task Manager reveals that my CPU is near or on 100% for some reason, even when just opening Chrome.

I just bought a new graphics card, a Radeon R7 265, and it has been working great for the past three days since it arrived. But now I can't seem to get over this issue. I've tried completely cleaning out the AMD drivers with Driver Sweeper to no effect.

EDIT: Everything runs fine when I'm in Safe Mode, except I can't play games, or when I'm only using the VGA drivers that come with the graphics card.
 
Are you running the latest graphics drivers from AMD's website? If not, maybe try that.

Did you overclock your card? My old graphics card did that a lot when i overclocked it. And I had to downclock just to make this issue go away.

I am using the latest drivers as provided to me on http://support.amd.com/en-us/download, revision 14.4. Should I try using the beta drivers, 14.6? And I have not overclocked.
