I'm currently building a desktop, ditched the idea of getting an msi apache, and I'm leaning towards getting a wind force gtx 770 4gb. I'm only looking to play titan fall and wildstar. Should I go for maybe the 670 or 680 or the hd 7990? Also, should I go with 8 gigs ram to start or 16? I plan on upgrading as I go along regardless.

More ppl seem to have less problems with nvidia drivers. While the 280x is slightly better at higher resolutions like those on dual monitors, I'd still recommend the 770 with 4Gb if dual monitors is a probable future, 2Gb is enough for a single monitor.

Let me clarify, is it worth the money difference? I would like to save as much money as possible, but I'm still willing to pay to get the experience I want out of it.

A 770 GTX or R9 280X will both play Titanfall in ultra at 1080p. Unless you are gaming above 1080p or going multi-monitor, it really doesn't matter much unless you are trying to "future proof". Consider that the 280X can use Mantle in all the future Frostbite games. That will stretch things out a little so your CPU never seems too slow.

Planning on dual monitoring in the future maybe for wildstar/cs at the same time or netflix. Would that affect which gpu to choose? I was recommended the wind force 770 earlier.
