Nvidia Squealing / Windows 7 switches to Basic theme

Randomly, Windows 7 switches to Basic theme, and the GPU sounds like it's going into a self-test. Progressively ranging higher and higher pitched squealing sounds. I've had it happen with different cards in different computers.... WHAT CAUSES IT??? (EVGA cards)
 
Solution
When this happens, go into your Task Manager and check for a Process called WinSAT.exe. If you see it, then the reason this is happening is because of the Windows Experience Index test that Windows likes to run periodically and will keep trying to do if it hasn't been completed in a while, or if new hardware has recently been added like a new GPU.

i7 4770k, Asus z87 Sabertooth, EVGA 760 2gb, Samsung SSD 500gb, X-Fi Titanium, Corsair 16GB Vengeance, Corsair HX650W, Zalman Reserator 3 Max, Windows 7 Pro 64. Nothing running in background except Norton IS. Firefox, no add-ons.
