ASUS R9 280x OC TOP in Crossfire - 2nd GPU no fans unless under load?

Good Morning Gents and Ladies.

It would seem that my 2nd R9 280x is not spinning its fans until under load. Both cards are under 2 months old and are used for FPRS gaming only. I have tried going through the catalyst control manager and enabling 100% fan speed with nothing happening? The primary GPU has its fans spinning.

The 2nd GPU fans fire up as soon as you launch BF4 etc.

Any ideas on what the issue could be? Energy saving?

Any and all ideas would be most appreciated.

When you are not running graphic intensive programs or games, the 2nd gpu goes into ultra low power sleep mode to reduce heat output and reduce power used. Since the 2nd card is not used, there is no point of keeping the fans running since it won't heat up.
If you don't want that feature to be enabled, you can disable it with this program ASUS GPU Tweak. Look for enabling/disabling ULPS mode.:
