Stutter with high end PC?

Having pretty bad stuttering since after a restart. I've had this problem off and on for a few months now, and it seems the stuttering is starting up again. It feels like it holds a frame for about a little under a second before switching to the next one. It isn't just low fps, however when I have the fps counter in BF4 open it usually hovers at around 50, but then whenever I have that stutter it drops down and then back up right after the stutter. In a 10 second span, I'd say this stutter happens once or twice. One thing I've noticed is battlefield takes up about 60-70 and rarely 80 percent of my CPU which I figured might be normal because it is an intense game. It doesn't happen with web browsing (Well, very rarely and never as bad as in game) but it does happen with other games. I've tried updating drivers, rolling back to drivers, bought a new monitor, unparking CPU, overclocking to a preset on my mobo(4.2ghz), and turning V-sync on/off.

What are your temperatures whilst gaming? Excessive heat can cause the GPU to slow itself down to keep within safe temperatures.

Download MSI afterburner HERE open it then run a game for ~5 minutes, close down the game then post a screenshot of Afterburner app.

Your whole computer is extremely hot, get rid of any overclocks. Could you post a picture of your computer case without the side panel on? The heat will casue your whole computer to slow down, also it will reduce the lifetime of the components. I'd advise more fans however post the picture so that we know what we're dealing with.

Well I have two fans front intake back blowing out and I have disabled the overclock. Also, I am ordering new thermal paste and a hyper 212 EVO (that I have already size checked) and am currently not going to be using my main PC just so I can be sure I won't damage it until I can install the fan. Curious about that picture though, why do you need it? My camera is with my friend, he is borrowing it for his vacation and my phone camera is pretty grainy. Although if it is a must I could take a picture.

I was just wondering about the type of ventilation you have in your computer, a picture would give me a good idea of what you're dealing with. I've never seen temperatures that high apart from on laptops so it's good your not using the desktop currently.
