newly built system wont power on all the way

Ok my son and I purchased a motherboard (Gigabyte AM3+ AMD DDR3 1333 760G HDMI USB 3.0 Micro ATX Motherboard GA-78LMT-USB3) 2 sticks of ram (Kingston Technology HyperX Blu 8GB 1333MHz DDR3) cpu (FX-6300 6-Core Processor Black Edition). He has a Nvidia GT 620 we pulled out from previous system. His power supply is a Ark 550 watt. Anyways we performed a bench test and the only thing that powered on were the cpu fans, the psu fan, and gpu fan.
We reset cmos, replaced mbo, and cpu and still nothing but fans will come on. Does it sound like the cheap psu is the problem? Forgot to mention that the fans only come on while the cpu is unplugged. Once I plug in the cpu, absolutely nothing happens

I dont know to be honest. We could not even get into the bios screen. I did go to the download section for that board and the only available download said FA which is the first release. Is there any way to flash the mobo without getting into the bios? I did find out the board I have the revision 5 board
