I want to know (before building my new computer) if my cpu will bottle neck my gpu.

I was thinking of getting the Intel® Core™ i3-3220 Processor
(3M Cache, 3.30 GHz) with the EVGA GeForce GTX 750 Ti but I am not sure if there will be much of a bottleneck or not.

There will be no bottleneck, that GPU is well matched to your CPU :)

No bottleneck at all
You can even go higher. Even R9 270x/GTX 760 will do great with i3 3220
If you don't already own a LGA 1155 socket motherboard, then you should get i3 4130
