Question about cpu

Hello friends,
I usually see the names of cores they usually say things like dual cores cpu 2 ghz example so:
Does dual cores mean:
There are 2 cores combinate/add each other speed to 2ghz ( like 1 ghz core + 1ghz core)
Or 2 2-ghz cores?

the "2" in 2697 and 2690 stands for "dual socket". that means you can put 2 of these in a dual socket motherboard (a server/workstation motherboard with 2 cpu sockets). still, the clockrates don't combine. 2x cpus add more cores. adding cpu cores increase parallel processing power, not clockrate. that is part of the reasons why 2697 v2 is costlier. edit: the 2697 v2 is higher binned because it has more functional cores and cache while 2690 v2 can operate at higher clockrate while having less functional cores and cache...

which cpu(s) are you looking at?
clockrate per core don't add up. 2 cores, each at 1GHz will be called a 1GHz dual core.
usually, when a dual core cpu is rated at 2 GHz and it has no turbo, that means both cores will run at 2 GHz at full load.

Does that mean its 5.40 ghz total?
And how come some cpu are better like
Intel Xeon E5-2697 v2 @ 2.70GHz is better than Intel Xeon E5-2690 v2 @ 3.00GHz even though its 3 ghz
