Diagnosing a bad PSU?

My PC has been randomly turning off lately and when I try to reboot it it doesn't respond for about 30 seconds I know it isn't a heat issue..any help is greatly appreciated.

ive tried blowing all the dust out, also made sure everything is connected and not loose.

edit:ive just been using my pc normally, cant really force it to randomly shut down.
