What are you looking for performance wise? If you're going to be a massive gamer trying to get max settings @ 1080p, it won't perform well. If you're going to be doing a little gaming, surfing the net, basic computing, it'll be fine.

Low/Med settings at 1080p. It will be for gaming, but he doesnt have a huge budget.

7000 Norwegian Kroner which is about 1100$. This is with a monitor, mice and keyboard.
