I'm having problems with my operating system. Whenever i start up, i have two operating systems, i know that the remains are on each one of the two hard drives. i have restored one but it still gives me the option of using that one. when i try it gives me a long error message, which in essence says that there is no OS to load. it really makes me sick and i want to remove it but dont know how. second problem is my secondary hard drive has remains of some old OS but whenever i try and format it it doesn't let me. what can i do? will it work if i take it out and connect to a different PC and format it from there?

Okay we need to do some serious work here.
Get out your Win Disks and such, and get a ext HDD. Boot to the working OS, then run Windows Easy Transfer (UNLESS this is 8.1!!!) to the ext drive.
Download and make a DBAN CD. Reboot and DBAN both internal HDDs. IF either drive says it will take 8 hours or more to wipe the drive, or errors on the wipe, the drive is failing and needs to be replaced.
Insert Windows and install to the CORRECT DRIVE. Do ALL Windows Updates including options EXCEPT BING.
Download and run SLIM DRIVERS to update all drivers.
Go to www.filehippo.com and download Malwarebytes to manually run weekly antimalware scans, then download AVG or AVAST! as your free AV.
Install all applications, THEN run Windows Easy...

This is the only reliable, easiest, and fastest way to reset both drives, wipe old OS data out, and make Windows respond as you want it to.

For removing the unused boot option follow these steps-
1. Go to Start Menu(Win 7)/Start Screen(win 8/8.1).
2.Type "msconfig"--without quotes(")
3.Open Msconfig
4.Go to the boot tab
5.There you will see the availabe boot options (the options that you see during startup)
6.Select The one that you want to remove.
7.Select the "DELETE" button.
8.Press "OK" and that would exit Msconfig.
9.If it prompts to restart, DO restart.
10.Your Problem would be gone.

And to Format your Secondary hard drive, simply try to format using elevated Command Prompt or by inserting Windows Disk.
