Can my cpu make lag happen during a game.

I have (2) Gtx 760s and I was trying to run Watch Dogs in ultra but it kept lagging. Sometimes in High as well. I have a AMD FX-8350.
Could the Cpu be my problem?

Im sort of a noob at this

Watch_Dogs is in a horrible state at the moment, just wait for a few patches and everything should be fine. In an attempt to help you, how much CPU is being used up while playing Watch_Dogs?
