GPU not using max memory?

I have been playing Skyrim for quite a while now and then I got go curious about how much memory the game use's. I was expecting the game would use all of my GPU's memory but found it only use's around 700mb's of my total 2gb's. If it make's any bit of difference my GPU's memory controller's usage is steady at about 60% and the GPU load is around 90%-98% but never reaching 100%. Please help me figure out why it is doing this and if there is a fix.

A GTX 650 is pushing 80GB/s, 16GB/s really isn't much these days. Also, more/faster VRAM does you no good without a GPU that can use it. Putting big wide racing wheels on a smart car isn't going to help, your limiting factor is the main engine and you haven't fixed that at all.

My display is at 1600x900 and my card is GeForce GT 630 2Gb(i thought it was 4Gb) DDR3 also if it is linked to my AA settings why do i lag more when using it? wouldn't it just stay the same amount of lag and just use more VRAM?
 
A 630 simply doesn't have the ability to use that much VRAM, it doesn't matter how much data you can store if you can't process it fast enough to need to store it. Textures only use up so much VRAM, one of the biggest uses of VRAM is AA, but a 630 will grind to a halt if you try to throw on AA at any reasonable resolution. Should have just gotten the 1GB version.

Solution
It was out of date when it launched. The GT 630 is only really meant for upper level web browsing, it isn't meant for gaming, the first generation 8800 GT from 2007 is more powerful than the GT 630....

The GT 640 is meant for entry level gaming, if you want a GPU that you an use AA on you really shouldn't go below the 660. For the most part any GPU under $100 isn't going to give you good gaming performance above 1280x720.

I know this is off topic now but would you recommend the GTX 650 it looked kinda cheap(my type of cheap) and i might buy it

It ran Skyrim fine on high settings at least 30FPS
