DDR3 RAM runs at 1333MHz instead of 1600?

My computer has 8GB of Corsair XMS3 DDR3 RAM (2 sticks, 4GB each). Its rated for 1600 MHz, but under the BIOS default settings, it only runs at 1333 MHz with a voltage of 1.494V. Aside from having poorer performance, is it bad for DDR3 RAM to run @1333 instead of 1600?
Also, I don't know how to make it run @ 1600 MHz correctly. I know how to change the RAM frequency but I don't know how to get the proper voltage, or what the proper voltage is for DDR3 RAM @1600. If anyone can show me how to properly do it, step by step, that would be great.
EDIT: Is there anything else that should be done, other than adjusting the frequency and voltage? Also should the DRAM voltage be 1.5-1.65V?

Also, I don't know how to make it run @ 1600 MHz correctly. I know how to change the RAM frequency but I don't know how to get the proper voltage, or what the proper voltage is for DDR3 RAM @1600. If anyone can show me how to properly do it, step by step, that would be great.

you need to set 1600MHz 9-9-9-24 1.65V . dont fear, get into bios, it should be easy since its a UEFI. go into advanced mode - AI tweaker - Dram / digi+ power control to set timings and voltage.

Is that what is says in your manual?
The manual doesn't say anything about how to properly change RAM frequency. It explains what the frequency and voltage setting is but doesn't say what voltage I need for a 1600MHz setting, or what steps I need to take to change the frequency without messing up my RAM.
I read online that DDR3 RAM @1600 needs 1.5-1.65V. Is that true?

All of my RAM timings are on auto, but I don't know what the proper values are for those either.
I checked, but there's only an OC profile, no profiles to adjust my RAM.
