Alright guys, so here is my problem, first click on this link please to see my Old Pc Specs:

HP a6417c:

http://h20565.www2.hp.com/portal/site/hpsc/template.PAGE/public/kb/docDisplay?javax.portlet.begCacheTok=com.vignette.cachetoken&javax.portlet.endCacheTok=com.vignette.cachetoken&javax.portlet.prp_ba847bafb2a2d782fcbb0710b053ce01=wsrp-navigationalState%3DdocId%253Demr_na-c01412802-20%257CdocLocale%253D%257CcalledBy%253D&javax.portlet.tpst=ba847bafb2a2d782fcbb0710b053ce01&ac.admitted=1401657828319.876444892.492883150

I recently put on a GTX 760 on my gaming computer, and I had a OEM gtx 660 in it, so i thought might as well put it in my old pc, but before i did that i changed the psu too. I'm pretty sure it is bottlenecking the gfx card so yeah i want to know what processor is the best bang for buck.

Please, and thank you.

Dude, I'm not gonna make another gaming system, i just want the best possible processor for it...man, i knew this would happen. Just tell me an option.

^ this is incorrect. you linked to the nettle 2. His product links has a nettle 3 which is AM2+.

from his own link
Motherboard supports the following processor upgrades:
Phenom with Quad Core (Agena) technology (AM2+) up to 9600 (up to 95 watt TDP)
Athlon64 X2 with Dual Core technology up to 5600+ (up to 89 watt TDP)
Athlon64 less than 4000+
Sempron less than 3800+

AM2+ also supports AM3 CPUs and as my link showed it has been reported to work with Phenom IIs

Just please tell me the best specific processor i could buy for under 60 dollars.

I told you in the very second answer what the best supported CPU was which you could have gotten right off the HP link you gave. I gave you a link to buy it. I told you you could try a phenom II with a BIOS update but its not supported so its you call if you want to risk it.

What the heck else do you want? someone to buy it for you and ship it too you? good grief

I am simply telling to to type in the processor name, since when did i give the impression for you to buy it for me damn. I thought this community was a good, guess you proved them wrong.

I think the wattage does not matter as much b/c i put in a 430w that powered my gaming rig which had an i7-3770 processor and a gtx 660, so yeah any specific processor? No problems, no hassle, just plug in and play?

My motherboard is MCP61PM-HM (Nettle3) not MCP61PM-HM (Nettle2)

Sorry about that, not sure where my searches went astray...But following your link, this should be the:
Phenom with Quad Core (Agena) technology (AM2+) up to 9600 (up to 95 watt TDP)

your page refers to:
http://www.ebay.com/itm/AMD-Phenom-X4-9600-Socket-AM2-Quad-Core-2-3-Ghz-HD9600WCJ4BGD-Free-Shipping-/221386994402?pt=CPUs&hash=item338bb172e2
It's used, but you could continue to search ebay, maybe find another cheaper or maybe new. I don't see one with more than 533mhz memory controller or 1800 hyper-transport speeds, but going from dual to quad core should give quite the boost overall.
