Looking at new video cards around 250$ One has 2gb the other has 4Gb.

which is the better buy?

The GTX 760 is slightly better by 1-2% overall. Whilst you won;t use all the 4GB on the R9 270X, you would be fine on either.

the 760 is stronger than the 270x. I don't think a 4gb 270x is worth the money. If a 270x is in consideration, just consider the 2gb versions.

my concern is the price drop. i was leaning towards the 760 but the price of the 270x threw me off.

If you think it is worth paying $20 more for a fractional increase in fps, so 1-8 fps difference, then get the GTX 760 else R9 270X or you can even get a R9 270 and overclock it.
