Wondering if i need a bigger PSU

So i have asus z87 pro with 4th gen i7 4770k a GTX 770 SC 4gb ddr5 2 sticks of 4gb gskills sniper 1866 a samsung 840 evo 120gb and a seagate 2tb with lg bluray disc tray 5 case fans and thats including the 2 on the water cooler but i just went with a antec 650 watt psu because ive read that much more then that is wasted but im just running into some performance issues and i cant figure out what would be causing it.

No you don't need more power the Antec 650w is more than enough.

With all your specs you shouldn't be having performance issues.

The power supply is high enough. Where are you seeing performance issues?

well i used the asus AI suite III to do the extreme optimization it clocked to 4.6 it was easier then the trial and error or possibility of frying the cpu myself. What are some good tests to run to test the system? This is my first build and i mean games run fine and most other things its just little things that i notice that just dont seem right but i guess i could just be to critical and it could really be nothing.

and also with this quad core should all 4 cores be at different temps

It's normal for different cores to be a few degrees apart, particularly if the workload isn't the same on each core

well is 9 or 10 degrees C substantial on one core when the rest are at 30 and 31?

It does happen sometimes but rare , but you could also reinstall your cooler with some fresh thermal to see if it helps , but it may not change.
