Watchdogs low fps with high-end GPU/CPU.

I got an i7 4770k stock clock, and a R9 290 Tri-x on stock clock, and I cannot get a stable 60 fps in watchdogs on high/ultra. It even sometimes struggles on medium to maintain 60fps (outdoors). Max CPU temp is 70 degrees and gpu 65 degrees so no heat issues. I'm also using the 14.6 beta drivers, which are supposed to improve watch dogs performance.

Is this a known issue for watchdogs with my graphics card? I should be able to play this game on high/ultra without much problems.
 
Solution
Blame the game, the developers said themselves that the game was made for pc first and then ported to consoles. I doubt that's true.
Even gtx titan in sli couldn't do 60fps on ultra.

I averaged 35-60fps myself on ultra with my 290.

Well, seems like I'm gonna wait for an update to fix the fps issue

UPDATE: I seem to be averaging 50-60fps with my gtx 660 on medium. My r9 290 is in for repair and I
'll get it back soon. Hopfully the drivers will have been improved by then.

I have to play on low/medium settings with an i7 4770k and a r9 290 Tri-X and even go below 60 fps in some occassions.. so bad optimized it's not even funny, I get over 200 fps in most games, and can run far cry 3 on ultra settings without any drops..

mine is
i7700k, Gigabyte Z170 Gaming 5, hyperx fury 2400 4GBx3, GTX970 palit
and when i played the game on a stocked settings it is flawless (58-60)

but when i tried playing it on an OC settings
4.8ghz with 3333mhz ram... the game falls 37-60 and it depends on the location.. where constant 40fps is done...
