I have an EVGA GTX 770 4Gb card and while playing games like battlefield 3 and it can get to a max of around 78 degrees Celsius. I know that 78 Degrees Celsius wont absolutely fry my machine but I want to run it a little cooler. If it is possible should I make my fans go faster and rev up the power of the fans or will the increased power just raise the temperature even more?

Use MSI afterburner, you can change fan speeds and setup custom fan curves as well.
You will see temps drop, an no extra heat or wear and tear is made, people just dont like the noise at 100% speed.

Fans don't use any power, the amount is probably 0.01% of the actual card's power usage.

Use EVGA precision to change temperature target to be lower, no need to change fan speed. This will lower the GPU 2.0 boost performance slightly.
