My pc has been acting choppy

Doing things like running league of legends, opening tabs in my chrome browser have been choppy. Things like the "Hand" cursor freezing for a sec have been happening for the last few days, longer than I have experienced the last... 2 1/2yrs with this PC. It seems to have happened all of a sudden. I have done 2 things in the time I have noticed.

1. Installed Watch Dog

2. Updated my GPU driver

Other than that I can't think of anything that is different on my PC.

I have been using windows resource monitoring tools to try and track high usage of memory or CPU, but no signs are pointing to bad resource management.

Any help or insight is appreciated.

*NOTE: Playing Watch Dogs shows no degredation. League loads slower, but once loaded it plays like normal.

System Type: x64-based
CPU: i7 960 3.20 GHz, 3139 MHz, 4 Cores
Ram: 6GB (3x2GB) CORSAIR * Upgraded to 16 GB (2x8GB) PNY*
GPU: NVIDIA GeForce GTX 460 *Overclocked*


My PC is running faster after:

Upgrade of RAM
Dusting
Startup and Services cleanup(msconfig)

I did not do a very scientific try at fixing it, but one or all of the above help fix the issue... Atleast temporarily.

You're right, but when i was watching the resources, the ram never spiked near 80-90% unless I had way too many things open. Yet, the freezing/stuttering was happening with any browser change.
