CPU overclocking problem

I have tried several times to overclock my CPU, I have an AMD FX 6300 stock 3.5Ghz and a M5a97 LE R2.0 Motherboard and a hyper 212 plus CPU cooler, Rosewill 650 watt bronze certified( i think)

My problem is that when i play resource-intensive games like BF3 or do stress-testing with Prime95, the CPU multiplier and voltage decreases significantly

It usually drops from 21.5 Multiplier to 7 Multiplier (from 4.3Ghz to 1.4Ghz)

When it's idle it usually stays at 4.3 GHz

From my knowledge i have turned off cool and quiet and all power saving functions in my BIOS and i have set my P.C to High performance and toggled the min and max CPU power to 100%

in CPU-Z in the multiplier tab it says: X 21.5 (7 - 21.5)

why is there a range of 7-21.5????

is this normal, because it would make sense why it drops to X7?

I updates my BIOS to the newest version and i can't think of any other solution to this problem where it drops from whatever my overclock is to x7 or 1.4Ghz

only time it dosen't happen is if i dont play with the voltage or at a low over clock like 3.8Ghz

any help would be appreciated

From what i remember, I think the highest it's been is mid to high 60 degrees celcuis

before dropping to x7

It might be overheating but is it normal for that range to appear in cpu-z (7-21.5)
