Foxconn Boot Loop Problem

Hi, I'm a regular reader here but this is my first post.

I have purchased a (admittedly rather retro) motherboard and CPU to give my old pc a bit of an update. I have set the system up as usual but on powering up the system it won't go any further than the post screen before resetting and then getting stuck in this loop. I have done a lot of reading about this problem online but was unable to find a concrete answer. I was hoping someone here might be able to suggest something before I write off the motherboard as no good.

The spec is:
CPU - Pentium 4 - 3.4ghz 478 pin SL7Q8
Motherboard - Foxconn 865A01-PE-6EKRS, Socket 478/N
GPU - Geforce 7900Gs 512mb AGP
PSU - 700W

I have tried all the usual suggestions such as:

-Setting up the PC with minimal hardware (minimum I have ran with is GPU, 1xRAM stick and CPU fan disconnected).
-Trying different amount/types of RAM in different slots.
-Refitted CPU.
-Removing bios battery & testing voltage.
-Reset bios jumpers.
-Also tried making a boot USB to try and flash the bios but the system won't load far enough to detect.

The only things that I haven't tried which I am suspicious of are:

-There is no onboard graphics so I have to use the AGP card. Unfortunately have no PCI to try.
-Power/reset pins were slightly bent on arrival, but were never touching and are straight now.
-Problem with bios chip itself?
-CPU incompatible with motherboard?

I get single beep on startup, first screen displays GPU info in top left, next screen shows a slightly out of proportion Foxconn logo with prompts to press keys to view the post screen or setup. If I don't touch anything the next screen goes blue (as in no signal from GPU, and no Bios info) and then resets. If I press either key for post/setup the screen goes blue straight away and resets. When I put the PSU, RAM and GPU back in my old computer in works fine, so I am eliminating these as problems. I've yet to access the bios.

Any suggestions for things to try would be much appreciated, thanks!

Thanks for the reply but I don't believe this is related to the OS as the motherboard won't go as far as detecting the bios yet alone the hard drive!

I am thinking of replacing the bios chip as the next logical step to try, what are people's thoughts on this?

I'm saying the system doesn't appear to detect the bios, it just resets instead :(

With past systems on powerup I would get GPU details, then a manufacturer splash screen, then a bios details screen. I am getting no bios info in this case.

Two things: take out the ram sticks and rub the pins with a rubber then place them in when "cleaned". If that doesn't help either change back to your old motherboard (if you still have it) and check if it powers up as it used to

I doubt it's the RAM as I've tried all kinds of combinations, plus they work in my old PC, the only possibility I guess is that it's the RAM slots.

Think I will either try to replace the bios chip or just cut my loses with the motherboard as tried just about everything I can think of now :(

Will post here if I have any joy with the chip replacement!

Off ebay. It was listed as working but I didn't get to try it until outside of the return period so I'm stuck with it.

It's a shame it doesn't work as it's an agp board that supports 4gb of memory, which are quite rare iirc.
