Can I install 2 pieces of 4GB RAM, one in the third slot and fourth slot ?

It will not work as well. The RAM, if you have a dual-channel board, should be in alternating slots, i.e. first and third OR second and fourth slots.

What mobo? At worse if it works in 3-4 it will run in single channel mode, also why do you want it in 3-4, if due to the CPU cooler and you have the Hyper 212, you can adjust the fan height
I was sceptic about a CPU cooler that could take 2 ram slots, but searched a little more and it doesn`t take even the first one it`s about the Zalman cnps9900df...anyway it was question that I wanted to know some answers...so thanks guys for replying...the mobo has 4 ram slots...
