Upgrading a PC for gaming

Hey guys! So I have this old Dell Dimension 9200 which never really got much use. I'm willing to spend around 300-350$ upgrading it to become a suitable gaming PC that can play games on mid-high settings, edit some videos, and play some music.

I'm going to upgrade to windows 8.1 for free.

Is everything compatible? Would I need to upgrade the default 4 gigs of ram to 8 gigs of ram? This is my first time building/modifying a PC so any input would be extremely helpful.

Yes, it's a 64bit OS. Thank you for your help! I'm a little over budge but meh :l Is there a cheaper CPU that works with the Mother board, or a cheaper motherboard?
