A specific partition's transfer rate is very slow

I have a 750GB HDD, the last partition's transfer rate is very slow (partition G). If I'm lucky, I'll get 10 or 15 MiB/s but it's usually less than 3 MiB/s
the other partitions doesn't have this problem (20 ~ 30 MiB/s)

I tested the HDD with CrystalDiskMark and these are the results

I've read that if the data is stored close to the center of the disk, it'll be slower to access but not like this. I also defragmented many times and nothing changes.
 
Solution
better take days and save your data than lose them like I had. Same problem as yours low read/write rate and sometimes not at all just 0, and after 2 days my HDD was dead with no sign of detection on my system. So I suggest get a new one fast and back your data up. btw I've heard caviar black are the best + they have 5 years warranty from WD

Yes I checked it and I know that it has 42 KB bad sectors in partition C (Not G though)
I defrag it every now and then (because I noticed that scheduled defrag doesn't work). I also started it right after I wrote this post but it's very slow and didn't finish yet.
The reason I'm asking is that I want to get a new HDD and move the data to it, but at this rate it will take days for this partition alone.

Thank you! I got the new HDD and started copying but the speed is mysteriously fluctuating (I know that copying smaller files can reduce speed significantly but this happens with large files too)
