I really don't think so. Here's what I'm basing that on...

The Athlon X4 740 quad core is roughly the equivalent of the Intel Q9550 quad core (or slightly faster) when it comes to gaming according to Tom's hierarchy chart: http://www.tomshardware.com/reviews/gaming-cpu-review-overclock,3106-5.html

The R9-270 is basically the HD 7870 re-badged. I used to have a Q9550 and an HD 7870 in an older rig. They were pretty evenly matched, at least in the games I tested. The CPU and GPU would run at 90%+ usage when really loaded. So, I'm thinking the 740/270 would be about the...

The i3-4150 would probably be a better processor for upgrading the gfx card in the future or moving to an i5, but if the OP is a gamer and not so much a builder/upgrader, he would probably get more instant satisfaction from the 1st choice. But yes, choice 2 would have better upgrade potential. So that is a point the OP should consider.

I would go with this. This highly overclocked 750ti will probably match the 740 with the 270 in more GPU dependant games, as the 740 will start to bottleneck on anything past a GTX 750ti, HD 7850, R7 265. In more CPU dependant titles, the i3 would be superior. Threw in a motherboard as well, since I already had it on my pcppartpicker list. :p

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i3-4150 3.5GHz Dual-Core Processor ($118.48 @ SuperBiiz)
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard ($89.98 @ SuperBiiz)
Video Card: PNY GeForce GTX 750 Ti 2GB Enthusiast Edition Video Card ($145.00 @ Amazon)
Total: $353.46

Ah, I like your point. I don't have access to such hardware so I would not know. I just know that the i3 has stronger cores, and has hyperthreading, so almost the same as a quad core in normal tasks but not games. The i3 is a newer processor than the Athlon, so I figured going with the newer hardware would be the better choice in the same price range (within $50 difference). Thanks for elaborating your point to me, I fully understand now.
