Huh? Don't have a CD? The computer will just reboot and the OS will just restart. Unless you were, for whatever reason, running the OS off the CD.
Once you click REBOOT, it issues the command to reboot, there is no stopping it.

You can abort a reboot if you are fast enough, but if the system isn't finishing a reboot, then you have other issues.
To cancel a reboot: open a command prompt as an administrator and type:
shutdown -a
Use shutdown /? for help on the shutdown command.
