I have 120$ budget and looking for a card that gives the best performance for the money in most new games like watch dogs.
I browsed the internet and found 2 cards that fits.

Amd R7 260x
Nvidia Geforce GTX 750 (not TI )

Now my problem is which one to buy. I heard some stories about amd's cards not getting optimized to play new games. I need a card that will hold up to games for atleast another 2years. And my main reason to buy a GPU is to play watch_dogs.

And will these cards supports the upcoming DirectX12 ? (Obviously nvidia will but how about amd ?)

Which one do u recommend ?

Either is a good option, but I am highly doubtful that you could pull 2 years out of them without having to play at the lowest settings, or a low resolution. Maybe both... Watch dogs kills higher end cards, so these cards will only allow low to medium settings. You may even have to drop to 720p. I would advise to save a little more money and up your budget if you want decent settings for the next 2 years. I would advise a r9 280 or a GTX 760. You would have to spend around $200-240 for one of those, but the good news is that the prices are dropping slightly on those cards. So by the time your ready to buy they may even be cheaper. ;)

There are no DX12 cards out yet. They are all DX11. Both companies will release DX 12 cards once games...

Then you'd be better off getting the 750, it should run on basically any power supply.

Amd cards are optimised fine for release with games. Crossfire(multiple cards) support is what can be lacking when a game first comes out. It is usually patched by way of a beta driver though a day or two after release and at the longest up to a month. Sometimes even a day or two before. Both Nvidia and AMD are pretty good for individual cards on a game launch. It usually varies from game to game.

PS: You would need a new PSU most likely for either of cards I suggested. A XFX 550w would do the job well at a low price. Very reliable units made by seasonic I'm pretty sure, and most of the time under $50.
