Only 6GB out of 8GB of RAM are identified?

On the task manager and resource monitor, only 6GB are shown to be identified? However CPU ID recognises 8GB installed?

What are your full specs? Are you using integrated graphics? Integrated graphics often reserve some of the system memory.

Intel i7 3820, Gigabyte GTX660ti, Asus P9X79 Pro Mobo, Corsair AX860 PSU, Corsair Vengeance 4 x 2GB DDR3 Quad channel 1600MHzRAM (Part no. CMZ8GX3M4X1600C8). The graphics card has dedicated graphics, not sure about integrated, even if integrated, it shouldn't be pulling 2GB from the RAM?

It seems like one of your sticks isn't being detected. Take out all of your RAM and test the sticks one by one. If all of them work, test all of the RAM slots one by one.

That'll be super awkward... i'm rocking a Noctua NH-D14 SE2011, and i reaaaaaaaaally don't wanna take it off and on for each stick and RAM slot to test... is there anything else I could maybe do? I really appreciate the help btw.

Try clearing CMOS: http://pcsupport.about.com/od/fixtheproblem/tp/clearcmos.htm

Also try updating BIOS. Can you post a screenshot of task manager?
